SERGEANT
BIGGS
Sergeant Biggs graduated from the Connecticut State Police Training Academy in November 2010 and took his first assignment at Troop G in Bridgeport. Following his tenure there, he was assigned to Troop I in Bethany. During his time at Troop G and Troop I, he served as a Field Training Officer and as a Community Trust Liaison. In 2021, he was transferred to the Recruitment & Selections Unit where he was responsible for identifying and attracting top talent, ensuring that the department continues to uphold its high standards of service and integrity. In November 2022, Sergeant Biggs was promoted to the rank of Sergeant and currently serves as Supervisor of the Recruitment & Selections Unit.
TROOPER FIRST CLASS
deVre
Trooper First Class deVre graduated from the Connecticut State Police Training Academy in December 2012 and took his first assignment at Troop I in Bethany. Following that, he was assigned to Quarter Master, Troop H, and Computer Crimes, before being transferred to Recruitment & Selections in 2024. He has previously served in the Mobile Response Unit and is a member of S.T.O.P.S. (State Troopers Offering Peer Support). He earned a Bachelor’s Degree from Western Connecticut State University.
TROOPER
GARCIA
Trooper Garcia graduated from the Connecticut State Police Training Academy in October 2020 and took her first assignment at Troop G in Bridgeport, where she served for two and a half years. During her time at Troop G, she served as the Public Information Office Liaison, Community Trust Liaison, and Intelligence Liaison Officer. In 2023, she was transferred to the Recruitment & Selections Unit where her main responsibility is social media and brand management. She is also a member of S.T.O.P.S. (State Troopers Offering Peer Support). She is fluent in Spanish and earned an Associate Degree in Digital Media as well as a Bachelor of Business Administration Degree.
TROOPER
GODDARD
Trooper Goddard graduated from the Connecticut State Police Training Academy in August 2021 and took his first assignment at Troop H in Hartford, where he served for three and a half years. During his time at Troop H, he served as the Community Trust Liaison, School Resource Officer, and as a Field Training Officer. In 2025, he was transferred to the Recruitment & Selections Unit where his main responsibility is the internship program. He is also a member of S.T.O.P.S. (State Troopers Offering Peer Support). He earned a Bachelor’s degree in Criminology from Central Connecticut State University.
